The City of Mt. Morris Code Enforcement Division general duties and responsibilities include; the provision and enforcement of local ordinances to establish clean, safe, and beautiful properties.


Filing a Request for a Code Enforcement Investigation

Filing a request for a Code Enforcement investigation can be completed by filling out the form below. This form is also available at City Hall during regular business hours. Once the form has been completed please email it to: code@cityofmtmorris.org.

Code Enforcement Process

1.  Receive or initiate complaint
2.  Investigate
3.  Issue Violation Notice (if applicable)
          A.  Notice will be delivered in person to an occupant of the property at the time of the investigation if there is a subject home.
               If subject is home explain the violation, issue the notice, and ID subject receiving the notice.
          B.  If there is no answer at the residence the violation notice will be posted in a conspicuous location to be visible to the occupant once they return.
          C.  If it is obvious the property is vacant the violation notice shall be mailed to the property owner.
          D.  This first notice will serve as a “warning.”
4.  Pull applicable complaint numbers and complete reports in DDP and BSA.
5.  During the 14 day compliance period perform follow up as applicable to note progression or lack of progression.
     Supplemental reports shall be completed in DDP and BSA for each follow up.
6.  After the 14 day compliance period perform a full follow up investigation.
          A.  No Progress
                    I.   Take applicable photographs. 
                    II.   Issue Violation Notice (Second Notice).
                          Notice will be delivered in person to an occupant of the property at the time of the follow up
                          investigation if there is a subject home.  If the subject is home explain the violation again and advise
                          them that there has been no adequate progression to correct the ordinance violation, issue the notice,
                          and ID subject receiving the notice.  Also advise the occupant that the property will be re-inspected in 14 days.
                    III.  If the violation involves a vehicle tag the vehicle with orange sticker with a date of 14 days from the follow up
                          investigation date.
                    IV.  Complete supplemental reports in DDP and BSA.
                    V.   If the notice was posted and not issued in person a Notice of Violation (Second Notice) will be mailed to the
                          occupant of the property in violation.
                    VI.  If the property is a rental a notice will be drafted in BSA and mailed to the property owner explaining that the
                           occupant has received a Notice of Violation and a Second Notice of Violation.  The letter will also explain that the
                           property owner is ultimately responsible for the condition of their property.  The letter will explain the applicable ordinance
                           violations and advise them that they have 14 days to become compliant.  The letter will also explain that failure
                           to become compliant shall result in a citation being issued.
          B.  Progress Being Made
                     I.   Make contact with occupant and follow up with them about the progress being made.  If there is no one home a follow up
                          letter shall be completed and mailed to the occupant.  Advise them that they will be granted another 14 days to become
                          compliant.
                     II.  Complete supplemental reports in DDP and BSA.
          C.  Compliance
                     I.   Make contact with occupant and follow up.  Thank them for their cooperation.
                     II.  Complete supplemental reports in DDP and BSA and close the case.
7.  After the 14 Day Extension
            A.  No Progress
                     I.   Take applicable photographs.
                     II.   Issue Violation Notice (7 Day FINAL).  Notice will be delivered in person to an occupant of the property at the time of the
                           follow up investigation if there is a subject home.  If the subject is home explain the violation again and advise them that
                           there has been no adequate progression to correct the ordinance violation, issue the notice, and ID subject receiving the
                           notice.  Also advise the occupant that the property will be re-inspected in seven (7) days.
                     III.  If the violation involves a vehicle tag the vehicle with orange sticker with a date of seven (7) days from the follow up
                           investigation date.
                     IV.  Complete supplemental reports in DDP and BSA.
                     V.   If the notice was posted and not issued in person a Notice of Violation (FINAL Notice) will be mailed to the occupant
                           of the property in violation.
                     VI.  If the property is a rental a notice will be drafted in BSA and mailed to the property owner explaining that the occupant
                           has received a Notice of Violation and a Second Notice of Violation.  The letter will also explain that the property owner is
                           ultimately responsible for the condition of their property.  The letter will explain the applicable ordinance violations and
                           advise them that they have seven days to become compliant.  The letter will also explain that failure to become
                           compliant shall result in a citation being issued.
                     VII. Complete supplemental report in DDP and BSA.
          B.  Progress Being Made
                     I.   Make contact with occupant and follow up with them about the progress being made.  If there is no one home
                          a follow up letter shall be completed and mailed to the occupant.  Advise them that they will be granted another seven
                          days to become compliant.
                     II.  Complete supplemental reports in DDP and BSA.
          C.  Compliance
                    I.  Make contact with occupant and follow up.  Thank them for their cooperation.
                    II. Complete supplemental reports in DDP and BSA and close the case.
8.  After the Seventh Day Extension
          A.  No Progress
                    I.   Take applicable photographs.
                    II.  Issue Misdemeanor citation to applicable party with court date (paper not eticket).
                    III. If the violation involves a vehicle impound vehicle.
                    IV. Complete supplemental report in DDP and BSA.
          B.  Progress Being Made
                    I.   Take applicable photographs.
                    II.  Make contact with the occupant (and property owner if applicable) and follow up with them about the
                         progress being made.  Advise them they will have seven days to correct the violation.  Make sure the responsible
                         party is advised that this extension will be the final extension granted. 
                    III. Complete supplemental report in DDP and BSA.
          C.  Compliance
                    I.  Make contact with occupant and follow up.  Thank them for their cooperation.
                    II. Complete supplemental reports in DDP and BSA and close the case.
9.  After FINAL Seven Day Extension
           A.  No Compliance
                    I.  Take applicable photographs.
                    II.  Issue Misdemeanor citation to applicable party with court date (paper not eticket).
                    III. If the violation involves a vehicle impound vehicle.
                    VI. Complete supplemental report in DDP and BSA.
          B.  Compliance
                     I.  Make contact with occupant and follow up.  Thank them for their cooperation.
                     II. Complete supplemental reports in DDP and BSA and close the case.
